Exactly how is chopping off a man’s … errr … manhood considered health care?
(NBC Washington) — Insurance companies in the District of Columbia have been ordered to stop denying coverage to transgender residents seeking gender-reassignment surgery.
Mayor Vincent Gray says the new rules will end health-care discrimination against the transgender population and put “the district at the forefront of advancing the rights of transgender individuals.”
A bulletin issued Thursday by the city’s Department of Insurance, Securities and Banking says that gender dysphoria is a recognized medical condition. It says the various forms of treatment for that condition, including sex-change procedures, are covered benefits.
Gray says people with gender dysphoria, also known as gender identity disorder, “should not have to pay exorbitant out-of-pocket expenses for medically necessary treatment.” The mayor is a Democrat who is seeking re-election.

Common core is so progressive and forward looking
This morning while sitting in the Palm Beach International Airport awaiting my flight, I had an interesting thought about how common core math explains Obamacare.
As I understand it, common core math is not based on a student getting a correct answer, but just showing how they got an answer.Remind me never to cross a bridge built by an engineer trained using common core math. With common core math, if you can show how you came up with 12×10=100 you can pass — of course you will have difficulty with simple fiscal tasks, but then again common core math is ready-made for liberal progressives.
And that leads me to the symbiotic relationship between common core math and Obamacare. Yesterday President Obama stood before his darling little angels of Organizing for America — after all they are doing god’s work, freaking unreal. Obama was just ecstatic telling the gathering of mindless lemmings that due to their efforts they have 4 million signed up for Obamacare.
Ok, here is where common core math steps in. HHS Secretary Kathleen Sebelius is on record stating that the goal for Obamacare signups by end of March was 7 million — oh yeah, she tried to say that number came from the Congressional Budget Office. I guess another part of common core is that lying equals the truth.

February 28, 2014 (LifeSiteNews.com) – Planned Parenthood President Cecile Richards told an interviewer on Thursday that “I don’t know that it’s really relevant” to consider when life begins when discussing abortion.
The abortion industry leader appeared on Fusion TV’s America with Jorge Ramos before a backdrop featuring pictures of herself and Wendy Davis.
“For you, when does life start? When does a human being become a human being?” Ramos asked.
“This is a question that I think will be debated through the centuries,” she said.
“But for you, what’s that point?” Ramos followed up.
“It is not something that I feel like is really part of this conversation,” she said, stuttering and clearly shaken. “I think every woman needs to make her own decision,” she finally said.
“But why would it be so controversial for you to say when do you think life starts?” Ramos pressed.
“I don’t know that it’s controversial. I don’t know that it’s really relevant to the conversation,” Richards replied.
“I’m the mother of three children,” she finally said. “For me, life began when I delivered them,” adding that her children have “probably” been “the most important thing in my life ever since.”

Republicans on Capitol Hill are not giving up on getting testimony out of Lois Lerner, the disgraced IRS official at the center of last year’s scandal over the agency’s targeting of conservative groups for special review.
In a letter to Lerner’s attorney on Tuesday, House Oversight Committee Chair Darrell Issa said he is recalling her to testify on March 5 on her role in the scandal.
Last May, Lerner — the director of the tax exempt and government entities division of the IRS — appeared before the committee for its hearing, “The IRS: Targeting Americans for Their Political Beliefs.” But she gave only an opening statement before invoking the Fifth Amendment.

Thousands of orders for diagnostic medical tests have been purged en masse by the Department of Veterans Affairs to make it appear its decade-long backlog is being eliminated, according to documents obtained by the Washington Examiner.
About 40,000 appointments were “administratively closed” in Los Angeles, and another 13,000 were cancelled in Dallas in 2012.
That means the patients did not receive the tests or treatment that had been ordered, but rather the orders for the follow-up procedures were simply deleted from the agency’s records.
It is not known how widespread the practice is, or how many veterans hospitals have mass-purged appointment orders to clear their backlogs.
Alas, this feels all too familiar to someone who grew up with Britain’s National Health Service.

President Obama on Wednesday will travel to Minnesota to push Congress to approve $302 billion-worth of infrastructure projects over the next four years, while outlining a new $600 million grant program to create jobs repairing roads, bridges and transit systems.
“This vision will show how we can invest in the things we need to grow and create jobs by closing unfair tax loopholes, lowering tax rates and making the system more fair,” the White House said, previewing the event.
Obama has already called for $150 billion in one-time funding for infrastructure projects, a request that made little headway on Capitol Hill. The White House and Republicans remain far apart on how to fix the nation’s crumbling roads, bridges and railways.

Republicans renewed their fight against ObamaCare on Monday in response to a new report in which the Centers for Medicare & Medicaid Services concludes that 11 million small business employees will see their premiums rise under the law.
The report, released Friday, says the higher rates are partly due to the health law’s requirement that premiums can no longer be based on a person’s age. That has sent premiums higher for younger workers, and lower for older ones.
The report found that 65 percent of small businesses would see a spike in insurance premiums and about 35 percent of small businesses would see lower rates for plans covering six million people, The Wall Street Journal reported.

After what are shaping up to be easy primary wins in March for the leading gubernatorial candidates, Republican Greg Abbott starts the general election race for governor with an 11-point lead over Democrat Wendy Davis, according to the latest University of Texas/Texas Tribune Poll.
Meanwhile, several statewide races on the Republican primary ballot — for lieutenant governor, attorney general and comptroller — appear headed for May runoffs. None of the leaders in those races looks close to the 50 percent support they would need to win next month’s primary outright.
In the governor’s race, Abbott would beat Davis 47 percent to 36 percent in a general election held today, with 17 percent of registered voters saying they have not made up their minds about which candidate to support, according to the poll.
“We’ve been talking since the beginning of this race about whether anything would be different, and we’re not seeing anything that’s different,” said Jim Henson, co-director of the poll and head of the Texas Politics Project at the University of Texas at Austin. “There was some talk about how Davis had done better in our last poll, and that was partially an artifact of her rise in the fall, and we’re seeing something of a reassertion of the normal pattern.”
In the October survey, Davis’ announcement and sudden political celebrity cut the Republican’s lead over her to 6 percentage points. Now, the distance between the two has widened a bit.

House Minority Whip Steny Hoyer, D-Md., reminded vulnerable Democrats that they can’t “hide” from the Affordable Care Act in the 2014 elections, after a fundraising trip on behalf of one colleague whose allies portrayed her as an Obamacare whistleblower in a recent campaign ad.
“The Affordable Care Act is ours,” Hoyer told the Arizona Republic.“You’re not going to hide. You’re not going to duck. It is ours. We promoted it. We believe in it. Sell it. It is good for the country. It is good for Arizona.”
He had a chance to give that advice to Rep. Ann Kirkpatrick, D-Ariz., in person, if she cared to hear it. “Hoyer was in the state last week for a fundraiser” for Kirkpatrick and Rep. Kyrsten Sinema, D-Ariz. “He told the Republic that Obama’s 2010 health-care reform law, despite its rocky rollout, will be a boon for them and other House Democrats who might face vigorous re-election challenges this year.”

Patient safety progress is "excruciatingly slow," mainly because hospitals lack incentive to improve care and performance measures often miss the mark, one health expert told Forbes.

Despite improvements in preventable hospital errors due to lower hospital infection rates and a cultural shift from individual to organization-wide responsibility, hospitals lack clear and strong incentives to make patient care safer, Ashish K. Jha, M.D., a professor at the Harvard School of Public Health, told Forbes contributor Leah Binder.

Hospital mortality rates have trivial financial consequences, Jha said, and under the Affordable Care Act, individual pay-for-performance for doctors and nurses doesn't hold entire healthcare systems accountable.

"It's not on the top priority list for CEOs. It's not what keeps CEOs awake at night. And until we get CEOs losing sleep about unsafe care, we're not going to make a big dent in the failures of our healthcare system," Jha told Binder.

Another concern is readmission-based hospital reimbursements, he said.

"Readmissions [are] not a measure of quality, [they are] a surrogate marker for quality," Jha said. Readmissions for medical conditions such as heart attacks and pneumonia often occur because of measures that are not related to hospital care quality, such as how sick the patients are and what kind of social support they have at home.

Jha suggests Medicare use a more long-term approach, such as bundled payments tied to real quality measures over 90 days as opposed to 30 days. Hospitals must have a better understanding of post-acute and longer-term care, and be accountable for long-term patient outcomes, he said. Only then will the healthcare industry see major improvements and positive changes.
