The Centers for Medicare & Medicaid Services proposed a rule to revise the end-stage renal disease (ESRD) prospective payment system (PPS), the U.S. Department of Health & Human Services announced. The change would cut 2014 payments 9.4 percent. Hospital-based ESRD facilities would see payments cut 9.3 percent. CMS estimates total ESRD PPS expenditures will decrease by $780 million from 2013 to 2014. In addition, the rule aims to set forth requirements for the ESRD quality incentive program starting in payment year 2016. CMS' proposed rule also would clarify the provision related to the three-year minimum lifetime requirement for durable medical equipment. Proposal (.pdf)
